In 2010, the Government of Madhya Pradesh established an exclusive Climate Change Cell as a dedicated section within the Environmental Planning & Coordination Organisation (EPCO) and at the same time EPCO itself was notified as the State Nodal Agency for Climate Change issues. It was the Climate Change Cell that developed the Madhya Pradesh State Action Plan on Climate Change (MP SAPCC), which was approved by the Union Ministry of Environment and Forests in 2012. Globally, as climate change discourses turned towards local issues and possible responses to abate the impacts of climate change, the state started to prepare towards implementing the recommendations of MP SAPCC.

Even though research and study-based information was available with certain institutes.,during the course of functioning of the Climate Change Cell, it was often felt that there was a lack of reliable state-specific information and data on climate change and its impacts. A need was also felt to build human capacities on climate change at various levels and conduct research on sectoral aspects.

Therefore, a conscious decision was taken to transform the Climate Change Cell into a full-fledged State Knowledge Management Center on Climate Change (SKMCCC) so that the initial steps towards integrating scattered knowledge on climate change could be made available on one platform. Towards this end, the UNDP in partnership with the state government is supporting the SKMCCC to effectively manage and disseminate knowledge related to climate change.
